VESSEL NOTIFICATIONS

The Operator, Agent or Master of a notified vessel is obligated to send to VTS Centre the following notifications:

Vessel Notification (ETA)
Notification of dangerous of polluting good carried on board

1.

A shipowner, an agent, or the Master of any reported vessel proceeding to a port, located in the territory under the jurisdiction of Managing Director, Maritime Office of Gdynia, shall report details referred in subparagraphs 1 and 2:
a) At least 24 hours prior to arrival (72 hours for tankers carrying dangerous cargo
   or degassed tankers after carrying the cargo, and 48 hours for degassed
   tankers), or
b) At the latest, when the vessel is departing the last port of call and her voyage
    lasts less than 24 hours, or
c) As soon as the details are available, if the port of call is unknown or has been
   modified during her voyage.

2.

Estimated Time of Arrival, reported in compliance with subparagraph 1, shall include all the details specified under the A, G, I, P, T, U, W, and X designators (see: Information Designators Table, Annex 3) and shall be submitted through the PHICS, or if the system is not accessible, by e-mail, FAX, or telephone.

3.

A vessel obliged to comply with the ISPS Code by the SOLAS Convention shall be provided with supplementary details regarding the vessel’s security. The details shall be communicated as laid down in subparagraph 1 through the PHICS, or if the system is not accessible, by e-mail, FAX, or telephone.

4. If ETA is modified by more than 2 hours or the arrival is cancelled, a shipowner, an agent, or the Master of the reported vessel shall notify the VTS Duty Officer of the modification or cancellation.
5.

Reports, the contents of which comply with §41, subparagraphs 1 to 3, submitted to the Harbour Master through the PHICS, shall be meant as the vessel’s compliance with requirements of this Section.


Notification of dangerous of polluting good carried on board

1.

A shipowner, an agent, or the Master of a vessel, carrying dangerous or polluting goods, shall report the details referred in the below subparagraph 3 to the VTS Centre when departing a port, located in the territory under the jurisdiction of Managing Director, Maritime Office of Gdynia, at the latest.

2.

A shipowner, an agent, or the Master of a vessel, carrying dangerous or polluting goods, proceeding to a port or an anchorage, located in the territory under the jurisdiction of Managing Director, Maritime Office of Gdynia, shall report details referred in the below subparagraph 3 to the VTS Centre when departing the port where the goods have been loaded, at the latest.

3.

Reports about dangerous or polluting goods shall include:
1) General details:
   a) Identifying the vessel (name, call sign, IMO number, MMSI number),
   b) Nationality,
   c) Port of destination,
   d) Port where dangerous or polluting goods have been loaded,
   e) ETD and ETA (Local Time),
   f)  Sailing Plan, and
   g) Number of all individuals on board.
2) Details about the goods and shipowner:
   a) Technically correct name of the goods carried,
   b) UN number (if applicable),
   c) IMO harmfulness class of the goods (IMDG, IBC, and IGC),
   d) IMO class of the vessel (INF Code),
   e) Harmfulness class of the goods (Annex II and III, MARPOL 1973/78
       Convention),
   f) Quantity of the goods, Stowage Plan, and designator marks of packages if the
      goods are carried in cargo-transport units,
   g) Statement that the vessel carries a List, or Manifest, or Stowage Plan, which
       shall demonstrate (in detail) the quantity of the dangerous or polluting goods
       and their location in the vessel,
   h) Details about the shipowner and/or the subject operating the vessel: name,
       head office, address, telephone, FAX, e-mail,
   i) Address of the vessel’s operating subject at which more detailed information
     about the vessel and her cargo can be obtained.

4.

Dangerous or polluting goods shall be reported through the PHICS, or if the system is not accessible, by e-mail, FAX, or telephone.

5. If a vessel plies the same route on a regular basis between ports located within the Polish maritime waters and the VTS Duty Officer has an immediate, 24-hour, or as required access to the details stipulated in subparagraph 3, the Managing Director, Maritime Office of Gdynia may exempt the vessel from submitting the compulsory Dangerous or Polluting Goods Reports every time.
6. Reports, the contents of which comply with §42, subparagraphs 1 to 4, submitted to the Harbour Master through the PHICS, shall be meant as the vessel’s compliance with requirements of this Section.
